Proposed development of a Cycle Centre at land east of RL360 House, Isle of Man Business Park, Braddan, Douglas, Isle of Man.
We have pleasure in enclosing a planning application for the above. In support of the package of information provided, we would also provide the following;
The building is a very simple rectangular form with its frontage facing onto the Isle of Man Business Park spine road, with separate servicing from the rear. The building is over three floors, including accommodation in the roof space, behind a mansard roof. To add interest, the roof space above the front entrance has been cut back to create a terrace area for the office space and to provide additional daylight into this floor.
Elevationally, the front elevation is symmetrical about the double height glazed entrance. Either side of the entrance, there are large glazed screens to the ground floor with smaller windows to the first floor and roof light windows to the mansard. The side elevations also have large screens to the ground floor front corner, with smaller windows towards the rear of the building and to the first floor.
A pallet of 'traditional', low maintenance, materials are proposed including facing brickwork, with soldier course detailing around windows, cast stone bands and artificial slates to the mansard roof.
Externally, paving and roadways will be formed in concrete paviours with the use of different colours (brindle, bracken, grey etc.) and laying patterns to demarcate uses and add interest. Soft landscaping will be a combination of grass, low level shrubs and new tree planting as indicated on the proposed site plan drawing.
The building form is intentionally simple, but of a high quality, and as such will be flexible enough that, if required in the future, is capable of being converted to a corporate headquarter office for example. The applicant is, however, committed to the success of the Cycle Centre for all the reasons detailed in the planning statement, and believes that this will bring positive benefits to the health of local people and provide an added attraction for cycling visitors to the island.
In summary, we believe the proposed development is supported by planning policy and previous planning decisions. The applicant was born on the island and this business will allow him to return and create up to 20 valuable jobs, many of which will be highly skilled. In addition to the obvious benefits to the cycling community, and on a more day to day level, the location of the proposed centre, at the heart of the Isle of Man Business Park, will mean that the café is ideally suited to serve the 4,000 or so workers close by. The meeting rooms and the office space on the second floor can cater for one off meetings or short term additional office needs for adjacent businesses. This is both sustainable and of overall benefit to the Business Park.
It is worth adding that with regards to the proposed use of the building, the applicant would be happy to have a condition imposed on any permission restricting the retail component of the Cycle Centre to the sale of bikes and associated accessories only and no other retail use.
