This application sought Registered Building consent for two internal works at 9 Auckland Terrace, Parliament Street, Ramsey: the installation of an additional hair washing sink within an already approved salon area, and the replacement of the existing staircase serving the ground and basement floors. The property is a mid-terrace three-storey townhouse of traditional Georgian form, forming part of the built frontage on the north side of the western end of Parliament Street. As a Registered Building, any works affecting its character required formal consent. The central planning consideration was whether the proposed works would harm the special qualities of the Registered Building. The application was approved on 3 June 2016, subject to one condition.
The application was approved by the Interim Director of Planning and Building Control acting on behalf of the Department. The key planning consideration was the effect of the proposed works on the special qualities of the Registered Building, and the works were found to be acceptable.
Retail Uses
The area is identified as being part of the Town Centre (mixed use)
n space. It is recommended that the D.L.G.E., in consultation with the Commissioners, should seek to improve and enhance the amount and quality of open space within the town centre (reference: Policy R/TC/P16). It is also considered that improvements to advertising and signage can enhance the visual qualities of the town centre and, where appropriate, agreed measures should be implemented at the earliest opportunity (reference: Policy R/TC/P17). ## Policies and Recommendations

The area is identified as being part of the Town Centre (mixed use)
on, it is considered that residential use on upper floors of commercial buildings should continue to be permitted in order to assist in the buildings' maintenance and refurbishment (reference: Policy R/TC/P3). ## Traffic Management

POLICY RB/4 USE In considering a proposal for change of use of a registered building, the principal aim should be to identify the optimum viable use that is compatible with the fabric, interior and setting of the building, all of which affect its special character as a building of merit. An applicant will have to illustrate that the effect of any proposed changes upon the architectural and historic interest of the building will be minimised.

The works hereby granted registered building consent shall be begun before the expiration of four years from the date of this consent.
