PLANNING STATEMENT
The building as it stands is a timber frame structure built by the Air Ministry dated early 1930's. The building consists of a timber shiplap external cladding and a roof covering of asbestos cement sheeting material on a timber frame. Internally the building is divided up with timber stud partition walls.
The proposal consists of converting the existing vacant guard house into a restaurant / café, maintaining and replacing were necessary any external feature – cladding / roof/windows and doors that have decayed all in compliance with Building Conservation.
Internally the existing layout is to be altered to accommodate the new proposals. The external walls and roof are to be upgraded from inside with addition of a multi-foil insulation to agreed requirements and finished with plasterboard and skim. A new floor is to be constructed to the existing boiler room to form a new kitchen area. All new services from the kitchen and toilets to be connected to existing site foul drainage. All new mechanical extracts to be ducted to existing external vent to toilets and chimney – kitchen.
The applicant is reviving a building of dilapidation, a building of non-architectural merit, but of historical importance. This iconic building will be maintained by the applicant during the period of his lease.
Business hours and days of operation, with staff numbers are as follows: Opening hours 7am to 7pm, Monday to Sunday, with late opening, up to 10pm on event days. Staff numbers to be approximately 10.
