Officer's Report
The Site
The application site is the cutilage of the detached dwelling known as Leahurst, Main Road, Santon. The property is located to the rear (west) of Sand Y Croft, accessed via a driveway which runs between Sand Y Croft (previously known as David's Croft) and Mussoorie (previously known as Monaveen).
The Proposal
This application seeks approval for the conversion of the existing double integral garage to form additional living accommodation and the replacement of the existing conservatory with a larger sun room.
Planning Status
The application site is located within an area identified as being of High Landscape Value by the 1982 Development Order.
Planning History
The following previous planning applications are considered relevant in the assessment and determination of this application:
93/00172/B sought approval for the erection of a dwelling with integral garage on the site. This was approved at appeal. 94/01447/B sought approval for alterations and extension. This was permitted. 95/00103/B sought approval for the construction of a conservatory. This was permitted.
Representations
The Highways Division does not oppose this application. Santon Parish Commissioners have not commented on this application. The owner/occupier of Mussoorie, Main Road Santon does not object to this application but has raised concerns regarding the concurrent application which seeks approval for a detached garage with living accommodation above (10/01763/B).
The Drainage Division of the Isle of Man Water Authority does not object to this application subject to conditions however these are covered by the Sewerage Act 1999.
Assessment
The proposal is relatively small in terms of scale and the resulting impact upon the locality and adjacent properties would not be unacceptably harmful. The concurrent application for a new detached garage is to be assessed on its own merits.
Recommendation
Permit.
Party Status
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
Santon Parish Commissioners The owner/occupier of Mussoorie, Main Road Santon Accordingly the following parties are not granted Interested Party Status: The Drainage Division of the Isle of Man Water Authority The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to alterations, erection of extension and replacement of garage door with windows, Leahurst, Main Road, Santon as shown by 4315/L1, 4315/S1, 4315/P2, 4315/Elevs 2 and 4315/EX1 all received 25th November 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
