The application proposed changing the use of a modest bungalow — measuring 7.3m by 14.5m and around 4m high — from office/manager's accommodation back to a residential dwelling. No physical alterations to the building were proposed. The bungalow sits at the northern edge of a film studio complex, sharing an access with the studio buildings and located only around 9 metres from the nearest studio structure to the south. The building originally functioned as a dwelling but was later converted to manager's accommodation tied to the film studio, effectively integrating it into the studio site. The officer found that severing the bungalow from the studio and reintroducing residential use had not been carefully thought through. Film studio operations can involve noise, activity at unsociable hours, and large vehicles manoeuvring very close to the building.
The application was refused because residential use of the bungalow, just 9 metres from the film studio buildings and sharing the same access, would expose future occupants to unacceptable noise and disturbance from studio operations — including large vehicles and activity at unsociable hours. At the same time, a residential use in that location would unreasonably restrict how the studio buildings could be used. Both harms were considered unacceptable.
