Re: PA 11/1280 – erection of four non-illuminated signs, Jurby Industrial Estate, Jurby
Please find attached a statement on behalf of the Planning and Building Control Directorate of the Department of Infrastructure. The application site is owned and maintained by the Department of Infrastructure of which the planning authority is also part. As such, under 10.(1)(b) of the Town and Country Planning (Development Procedure) Order 2005 the application cannot be considered by the Planning Committee which is part of the Department of Infrastructure.
As the Department has an interest in the site as a result of ownership, the planning authority’s role in the determination of the application is only to advise on the policy status and to provide assistance in the drafting of conditions, should the application be considered for approval. It is not the planning authority’s position to make any recommendation on whether the application should be approved or refused.

Statement On Behalf Of The Planning And Building Control Directorate, Department Of Infrastructure In Respect Of Pa 11/1280 – Erection Of Signage, Jurby Industrial Estate, Jurby
The Site
- The site is the curtilage of Jurby Industrial Estate - an area of 16ha (39.5 acres) - situated on the south western side of the A14 and to the south east of the A10 coastal highway. The area accommodates a number of industrial units based upon a former RAF Second World War air base. A number of the former airfield structures have recently been Registered (see Appendix One).
- There are presently two accesses into the estate - one at the south eastern end off the A14 and the other off the A10 coast road. The former access replaces the original access into the estate which was 300m to the north west and is now closed off to vehicular traffic.
- To the south of the estate is the airfield which is still available for use by leisure aircraft and is also used for motorcycling, car rallying and kart racing. The airfield retains its original control tower which is Registered and to the south west is the Island's new Category B prison.
- The buildings within the estate are a mixture of older timber structures and more modern prefabricated units although the layout is still more or less as it was when the airbase was operational with each building on its own concrete pad with narrow estate roads winding around and to them.
The Proposal
- Proposed is the installation of signage in the form of two different signs: one is a sign announcing "Welcome to Jurby Industrial Estate" and will be placed in two positions - one alongside each of the main entrances referred to above. These signs are 2.5m wide, 1.5m tall and mounted on 0.55m high posts. The signs are aluminium on steel poles and portray the Department's distinctive white, red and grey corporate identity.
- The two other signs are larger - 1.5m wide split into three panels, the central being the largest at 1.5m wide and 1.7m tall with a map of the industrial estate and each plot numbered. The two smaller side panels have a list of numbers relating to the plots and space for the name of the occupant of each. Again the boards will be mounted 0.55m above the ground. These boards are powder coated aluminium on aluminium poles.
Planning Status
- The site is identified as Airfield on the 1982p although the estate has established and authorised use as an industrial estate through the various applications which have been submitted since then for industrial use of the area.
Planning History
- There have been various applications for the development of new units within the estate, the creation of the kart racing facilities, the prison and for the redevelopment of some of the units within the estate, none of which are relevant in the consideration of this application.
Planning Policy
- The Strategic Plan contains a number of policies on advertising as follows:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
a) are of a high standard of design and material and relate well to the building and site on which they are to be displayed; b) are in keeping with and do not detract from the surrounding area; and c) are located so as to not cause a highway safety hazard" (General Policy 6).
- General Policy 7 states: "Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted".
Assessment
- The signage is well placed alongside the highway but in a location where those wishing to find the entrance to the industrial estate will be able to appreciate before travelling further into Jurby village and perhaps having to turn when they realise they have missed the entrance. The signs further into the estate are larger and have more of an impact but are further from the public highway and should make it easier for visitors to find their way around the industrial estate.
Conditions
- If the Inspector is minded to recommend that the application is permitted, the following conditions are considered appropriate:
i. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
ii. This permission relates to the erection of signage as shown in drawings received on 14th September, 2011.
