The application relates to a detached dormer bungalow on the eastern side of Rhenab Road, Cornaa, set within an Area of High Landscape or Coastal Value and Scenic Significance. The proposal was to erect an extension and raised decking to the eastern side of the dwelling, replacing the existing conservatory and raised patio area. The site sits on sloping ground and the house is orientated at a right angle to the road, with the eastern side facing the garden. The key policy test was Housing Policy 15 of the Isle of Man Strategic Plan 2007, which requires extensions to traditionally styled countryside properties to respect the proportion, form, and appearance of the existing building. The officer found that the extension was identical in size, height, and design to a previously approved scheme (10/00724/B), and that the only differences — changes to the windows — were minor and acceptable. The decking was also identical to that previously approved.
The extension and decking were permitted because they matched a previously approved scheme in size, height, and design. The only changes from that earlier permission were minor window alterations, which were judged acceptable. The proposal was found to respect the proportion and appearance of the existing property in line with Housing Policy 15.
The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally).

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the erection of an extension and raised decking to side elevation; as shown in drawing numbers 11/49/01 and 11/49/02, date stamped 1 September 2011.
Condition 3
The external finishes of the extension must match those of the existing building in all respects.
