The application site represents the residential curtilage of 17 Ballabridson Park, Ballasalla which is a single storey detached modern bungalow located on the northern side of Ballabridson Park which is a residential cul-de-sac accessed off Douglas Road to the north.
This application seeks approval for the erection of conservatory to rear elevation. The conservatory would have a rear projection of 4.3 metres, a width of 4.2 metres and a ridge height of 3.7 metres.
The application site is within an area recognised as being an area of "residential use" under the Isle of Man Development Order 1982. The site is not within a Conservation Area; nor within an area zoned as High Landscape or Coastal Value and Scenic Significance.
Under the Modified Draft Area Plan for the South the site is zoned as being within "residential use".

Due to the site location, zoning and the type of proposal, the following policy is relevant for consideration:-

The Authority has received no other privately written representations objecting to the application.
The proposed conservatory would be located to the rear of the property which boundaries are made up of a 1.8 metre and 2 metre high timber fence. Due to these boundary treatments, the proposal would not result in any substantial overlooking (loss of privacy) over any of the neighbouring properties.
Furthermore, given the proposed size, height, ground level differences and position in relation to neighbouring properties the proposal would have no significant impacts either through loss of light and/or having an overbearing impact upon the outlook from these neighbouring properties.
In terms of design the proposal would be a appropriate form of development located to the rear of the property. Accordingly, the proposal would have no adverse impact upon the visual amenities of the property or the street scene.
In conclusion, it is recommended that the planning application be approved on the planning policy grounds that the development would be acceptable to the Isle of Man Strategic Plan (June 2007).
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the erection of conservatory to rear elevation as proposed in the submitted documents and drawings 4863/01, 4863/02, 4863/03 and 4863/04 all received on 25th August 2011.
The external finishes of the extension must match those of the existing building in all respects.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager.
