PLANNING STATEMENT
Resubmission
Following our successful planning application 10/01632/B and its subsequent refusal at appeal, we wish to resubmit the application with amendments designed to mitigate the objections upheld by the planning inspector.
Design
The basic principles we have applied to the design remain the same which is to ensure it is in keeping with the Manx countryside without being intrusive and at the same time providing spacious and comfortable accommodation whilst fitting comfortably on the plot of land.
The front profile is in the form of a traditional Manx Cottage. The roof line will be kept as low as possible. There will be no windows overlooking adjacent properties.
Access
Mrs Georgeson from the DOT has indicated that they are happy with the new access and parking arrangements.
Drainage
The addition of a new building to the plot will require the abandonment of the existing septic tank, and its making safe, and the installation of a new bio digester of sufficient volume to accommodate the existing and the proposed development.
We also intend to install substantial underground rainwater storage for irrigation.
Environmental
Subject to obtaining planning approval and proceeding to construction it is our intention to make the house as passive and energy neutral as possible. To achieve this we are researching the following technologies:-
Timber frame construction with as much insulation as is required. Internal heat recovery. A ground or air source heat pump.
Changes
The appeal against this development was allowed on only two of the objections made:-
The loss of the ash tree - By keeping the existing driveway we have removed the need to take out the tree.
The lack of parking behind the frontage - By keeping the existing driveway and with a slight adjustment to the dimensions we are able to provide parking for two cars down the side of the house with a turning area and additional parking at the front.
