Lorne House, Douglas Street, Castletown, Isle Of Man, IM9 1az
The application relates to Lorne House, a large property in Castletown set within its own grounds, situated between Bridge Road, Douglas Street, Brewery Wharf apartments and School Lane. The site lies within the Castletown Conservation Area designated in 1990, and Lorne House has been suggested for inclusion on the Protected Buildings Register. The revised proposal was assessed against Environment Policy 35 and Conservation Area policy CA/2. Officers concluded that the small section of wall, constructed in locally sourced limestone, was not overly visible from outside the boundary and did not harm the character or historical value of Lorne House or the wider Conservation Area.
The wall was permitted because, as amended, it does not harm or significantly alter the character of Lorne House or the Castletown Conservation Area. Its use of locally sourced limestone and limited visibility from public areas meant it was judged consistent with conservation policies. The reduction in height directly addressed the residential amenity concerns that had led to the earlier refusal.

Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development. 7.30 Development adjacent to Conservation Areas 7.30.1 It is often the case that important views into and out of a Conservation Area can contribute significantly to its character. It is necessary to assess the impact any development adjacent to conservation areas may have on such views.
SPECIAL PLANNING CONSIDERATIONS of Conservation Areas
POLICY CA/2 SPECIAL PLANNING CONSIDERATIONS When considering proposals for the possible development of any land or buildings which fall within the conservation area, the impact of such proposals upon the special character of the area, will be a material consideration when assessing the application. Where a development is proposed for land which, although not within the boundaries of the conservation area, would affect its context or setting, or views into or out of the area; such issues should be given special consideration where the character or appearance of a conservation area may be affected.
Condition 1
This permission relates to the erection of walling as shown in drawings HYW-01 and HYW-100B both received on 15th August, 2011.
Condition 2
The works hereby approved must be undertaken in accordance with the approved plans prior to 23rd December, 2011.
