Officer's Report
- This application seeks permission for the installation of replacement windows to a building located at the end of a terrace. The site is adjacent to a development site and has, through the demolition of an attached property become the end building in the row. The surrounding area is characterised by Victorian properties interspersed with more modern buildings.
The Site
- The application site is the curtilage of 38 Peel Road, an end terrace property situated on the north eastern side of the road. The land to the north west of the site has been cleared pending development.
The Proposal
- This application seeks approval for the installation of replacement windows to the front and rear elevations of the building. The existing windows at the front are timber sliding sash as are those on the rear.
- Proposed is the installation of uPVC casement windows. Those to be installed to the front elevation would have Georgian style glazing bars with a 50:50 horizontal bar.
Planning Status
- The application site is located within an area identified as being Predominantly Offices by the Douglas Local Plan. The site is not within a Conservation Area but is within an area which the Douglas Local Plan identifies as being 'Urban Regeneration Study Area'. Planning Circular 1/98 provides policy guidance on the installation of replacement windows.

- 01/01948/B - Installation of uPVC windows to replace existing. Permitted.
- 92/00953/C - Change of use of 3 tourist flats to 3 permanent flats. Permitted.

Assessment
- The main issues to be assessed in the determination of this application are the impact of the development upon the building and streets cene. The majority of properties in the terrace have uPVC casements and as the site is not in a Conservation Area only the frame sections and glazing bars patterns have to be replicated in order to comply with Planning Circular 1/98. The proposal meets these criteria and accordingly the application is judged to be acceptable.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to the installation of replacement windows to front an rear elevations and rear door, 38 Peel Road, Douglas as shown by HLK/11/0255/1, HLK/11/0255/2 and HLK/11/0255/3 received 11th August 2011.
