The application site is the curtilage of Edensor, Quarterbridge Road, Douglas which is a two storey semi detached property which adjoins Coolibane. The site is in the Selbourne Drive Conservation Area.
The application seeks approval for the installation of replacement windows in the front and side elevations. The windows would be timber casements. In the front elevation the windows would be side opening and in the side elevation they would be top opening.
The previous planning applications are not considered specifically material in the assessment of the current application.
The application site is in an area zoned as “Predominantly Residential” identified on the Douglas Local Plan 1998. The site is also in the Selbourne Drive Conservation Area. It is appropriate to consider Planning Circular 1/98 and Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).
Douglas Corporation has no objections. Highways Division has not commented
Environment Policy 35 of the Strategic Plan requires that proposed development preserves or enhances the character and appearance of the Conservation Area. Planning Circular 1/98 requires that original windows should be replaced with windows that have the same method of opening and the same pattern and glazing sections.
The proposed replacement windows would have similar glazing sections and patterns as the originals and would be timber casements. The replacement windows in the front elevation would be side opening, which would be the same method of opening as the originals.
It is considered that the replacement windows in the front elevation would preserve the character and appearance of the Conservation Area.
The windows in the side elevation are not as visible in the street scene as the windows in the front elevation. The proposed windows in the side elevation would have similar glazing sections and bars as the originals but not the same method of opening.
Although the preference is for windows to have the same method of opening as the originals, given that the windows in the side elevation are not highly visible in the street scene it is considered that the windows would not have a harmful impact on the character and appearance of the street scene.
For the above reasons the application is considered to be acceptable and is recommended for approval.
The local authority, Douglas Corporation is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
