Application Permitted ## Proposals: Proposed are internal alterations to the South Clergy Vestry include; the removal of an internal lobby, the laying of a new, beige carpet intended to lighten the interior, but which does not need consent, the ceiling is to be insulated by affixing insulation between the ceiling joists, and new fluorescent tube up-lighting together with the electrical re-wiring and installation of lighting scheme to the main body of the Cathedral and installation of Kitchen facilities to the North Transept. ### Representations: There are no representations at the time this report was written. ### Assessment: As the Cathedral is Registered Building (RB 204), the content of this application has been considered with particular regard to Policy RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man. The removal of the lobby to the South Clergy Vestry is not considered to be detrimental to the character of the Registered Building as the lobby is a later addition and of minimal architectural and historic interest. Its removal will return the Vestry to its former plan form. The installation of the Kitchen units in the North Transept is considered to be acceptable as the kitchen units are designed to be low level behind an existing pew back and to be located within existing cupboards, with the minor alteration of the existing doors being split into two. These cupboards are already in place and are a modern addition to the Cathedral. These works also represent the changes necessary to facilitate modern worship. The main impact on the character of the Cathedral is the installation of a new lighting scheme. As with most places of worship, there are already lights in place to provide overall lighting to the space. This existing lighting is of limited interest, is inefficient and does little to enhance to the interior of the Cathedral. The proposed scheme rationalises the existing wiring and lighting and in doing so, provides better 'task' lighting for the worshiper in conjunction with lighting that will highlight the internal features thereby providing a clear enhancement to the interior. In conclusion, these proposals are considered to represent an enhancement to the character of the Registered Building and are therefore acceptable. RECOMMENDATION: Permit.
