Permission was granted to change the use of the former British Red Cross building at Isle of Man Business Park, Braddan, from office use to a Salvation Army headquarters. The site is a detached two-storey building of approximately 2,505 square metres with associated parking and landscaping. The Department of Environment, Food and Agriculture approved the application on 14 December 2020, in line with the officer's recommendation. Four conditions were attached to the permission. The site benefits from 23 parking spaces, including three for wheelchair users, and has a bus stop directly outside.

Community Policy 2: New community facilities should be located to serve the local population and be accessible to non -car users, and should where possible re-use existing vacant or underused buildings. 10.7.2 Local community facilities are important in providing for local communities without the need for travel and should be retained unless the site or premises are no longer suitable for the current or an alternative community use. Developers will be expected to demonstrate that the potential to use the site or building for other community uses has been investigated.

Transport Policy 7: The Department will require that in all new development, parking provision must be in accordance with the Department's current standards. The current standards are set out in Appendix 7. 11.5.4 New development can have a significant impact in terms of the traffic generated by it and the impact on the various modes of travel. The Department considers that proposals which are likely to be significant traffic generators should be accompanied by a Transport Assessment(1) which should look at all modes of transport including access by public transport, cycling and on foot.
Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
The use hereby approved shall only be in accordance with the Floor Plans date stamped as having been received 14.10.20.
Condition 3
The development hereby approved shall not be used unless provision is in place for bicycle parking for at least 8 bicycles in accordance with details which have first been approved in writing by the Department.
Condition 4
The proposed uses as Lunch Club, CAMEO, Parent and Toddler Group and Messy Church shall only take place once a week as set out in paragraph 3.1 of the Supporting Statement date stamped received 14 October 2020.
