THE APPLICATION SITE AND PROPOSED DEVELOPMENT The application site comprises the residential curtilage of a detached dwelling located on Ballagyr Lane in German. The proposed development comprises alterations and extensions to the dwelling contained within the application site. PLANNING HISTORY
The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application.
REPRESENTATIONS German Parish Commissioners have no objections to the planning application. The Department of Infrastructure Highways Division do not oppose the planning application. PLANNING POLICY
In terms of land use designation under the Isle of Man Planning Scheme (Development Plan) Provisional Order 1982 the application site is designated as woodland and is located within a wider area of land that is classified as being of high landscape or coastal value and scenic significance.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. Housing Policy 16 states:
"The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."
Assessment
The planning application seeks planning approval for the alteration and extensions of the dwelling contained within the application site. The proposal comprises the extension of the existing roof, the installation of dormer windows and rooflights, and the construction of a bay window.
Given the non-traditional form and appearance of the dwelling it is appropriate to assess the proposal against Housing Policy 16 of the Isle of Man Strategic Plan 2007. This policy is concerned with the impact of proposed extension and alteration on the public amenity. In terms of this it can be seen that the dwelling is well screened by significant existing mature trees. Given this screening and the extent of development proposed it is considered that the overall impact of the dwelling is not significantly increased.
It is recommended that the planning application be approved.
