Pre-application advice was received from Planning Officer, Peiran Shen on 14th September 2020. Mr. Shen advised consulting The Residential Design Guideline July 2019.
As per the guideline he advised that the extension appear subordinate to the existing building. The design was amended by reducing the height of the roof of the extension in line with the guidance.
Consideration was given to the guidance that extension should, where possible, be stepped back from the face of the existing building. However, the existing garage and utility room has been built (part of the original development) to the same width as the main dwelling, with no recess. Please see photographs above. The proposal is to extend directly above this and would therefore maintain the same line.
If we were to step back on the upper floor only, and leave the ground floor as is, I believe this would detract from the design and the uniformity as a narrow lean to roof would look out of keeping and would draw more focus onto the extension. This sort of step would also require structural support to be incorporated inside the existing garage and would most likely reduce the size of the garage to such a point that a vehicle can no longer fit into it.
The reduction in width would therefore be extremely difficult to achieve in this circumstance, however, the lowering of the roof answers to the intention of the guidelines to make the extension appear subordinate.
We have not extended further to the boundary line and a comfortable distance here means that the building would not appear like a terrace when viewed along with the rest of the street.
The guideline also aims to avoid unsightly junction lines between old and new. which we can fortunately As the building is rendered and painted white (as opposed to brickwork or stone) it will be possible to create a neat junction line, and once painted it would appear uniform, avoiding any unsightly junctions.
It is noted that, prior to submitting this application, the proposed designs were discussed with the impacted neighbours to keep them informed and to take their views into consideration. No concerns were raised.
Impact of the new extension on number 104 Fairways Drive: Overshadowing: The proposed extension sits to the north east of the neighbouring property, no. 104, and would therefore not cast a shadow onto them.
