Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
The replacement doors will have a neutral effect on the character and appearance of the property and streetscene as such both alterations comply with General Policy 2 and Environment Policy 2 & 35.

Officer’s Report THE APPLICATION SITE
1.1 The application site is the residential curtilage of "The Old Vicarage" which is situated to the northern part of the centre of Maughold Village and is set back approximately 13m away from the main road. - 1.2 "The Old Vicarage" as with other dwellings within the immediate area, is a two storey Manx traditional style dwelling with slate roof and informal painted render. - 1.3 The proposed doors cannot be seen from a main public vantage point. THE PROPOSAL
2.1 The current planning application seeks approval to replace two of the doors within The Old Vicarage. - 2.2 Firstly the application seeks approval to replace the current solid front door with a black composite door which has three glazing panels with glazing detail within the door and two composite side lanterns which will be black with four detailed glass panels. The door will also be changing from a right hand opening to a left hand opening. - 2.3 Secondly the application seeks approval to replace the existing utility room door with a stable door with a 2 over 2 window to the upper half. The door will also be changing from a left hand opening door to a right hand opening. PLANNING HISTORY
3.1 The previous planning applications are not considered to be specifically material in the assessment of the current application. PLANNING POLICY - 4.1 The site lies within an area zoned as an Area of Private Woodland or Parkland and an Area of High Landscape Value and Scenic Significance on the 1982 Development Plan, North Map. Whilst the property is not within an area designated for Development, the works proposed are to the doors within the property and as such General Policy 2 and Environment Policy 2 of the Isle of Man Strategic Plan 2016 is applicable.
4.2 General Policy 2 of the Isle of Man Strategic Plan 2016 states, in part, "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
4.3 Environment Policy 2 of the Isle of Man Strategic Plan 2016 states: "The present system of landscape classification of Areas of High Landscape of Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce difference categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:
4.4 The application site is also within the Maughold Conservation Area and as such Environment Policy 35 is a crucial policy: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character of appearance of the area, and will ensure that the special features contributing to the character and quality are
protected against inappropriate development." This echoes the provision of Planning Policy Statement 1/01, policy CA/2, which states: "When considering proposals for the possible development of any land or buildings which fall within the conservation area, the impact of such proposals upon the special character of the area, will be a material consideration when assessing the application.
REPRESENTATIONS
5.1 Highway Services have No Highways Interest in this application (13.08.20).
5.2 No comments have been received from Garff Commissioners at the time of writing this report. ASSESSMENT - 6.1 The fundamental issue to consider in the assessment of this planning application is whether the proposed door would preserve or enhance the character or appearance of the area as per Environment Policy 35.
6.2 When looking at the proposed rear utility room door, the alteration to the proposed stable door with 2 over 2 glass detail to the upper half will have a minimal impact on the character or appearance of the Conservation Area or the property as a whole and as such is deemed acceptable.
6.3 With regards to the front door the alteration is quite substantial with regards to its appearance, whereas the current door is solid with two side lanterns the proposed door will alter this look significantly. The proposed applicants have stated that the proposed door is to be more in accordance with the period and style of the property. - 6.4 The door itself cannot be seen from a public vantage point and whilst the removal of a wooden door to a composite does not enhance the overall Conservation Area the change is something which is popular and acceptable as such the alteration is deemed acceptable.
7.1 For the above reasons the proposal is considered to comply with General Policy 2, Environment Policy 2 and 35 of the Isle of Man Strategic Plan 2016 and therefore acceptable.
