Planning Statement.
The application seeks approval to construct a gardeners store / garage within the grounds of "Billown Mansion House" estate, where there are extensive gardens and a number of residential buildings. The proposed building will be used in conjunction with gardening activities at the Billown Mansion site. Mainly to accommodate / protect vehicles, gardening machinery, equipment and other necessary gardening items. The building will be single storey only and has been designed to be in keeping with the existing Mansion house and other properties on the estate. In particular, red rosemary roof tiles, pointed external stonework and style of windows design / features appear on nearby existing properties. The external footprint of the building equates to approximately 122 square metres in size and includes 3 vehicle access doors. The chosen site of the building is within the residential curtilage of "Billown Mansion" and on an existing concrete slab area. The site is partly screened on 2 sides by existing stone walling, trees and landscaping. This area is already used to accommodate some gardening equipment and also an existing high level oil tank. Subject to obtaining favourable approval these items including the oil tank would be accommodated inside the new building.
TREES.
There are 3 number existing substantial mature trees, close to the development, but they will not be impacted upon as a result of the development. The relevant trees have been indicated on the submitted drawings and are numbered 1, 2 and 3 for reference purposes. Relevant notes concerning these trees and protection during construction, have been included on the drawings.
The IOM Government Forestry Arboricultural Officer (Mr Andrew Igoea) has been consulted prior to the submission of this planning application and we understand that their department have no objection to the proposal as submitted.
SUMMARY.
The proposal will provide essential undercover accommodation and protection for gardening machinery and equipment, required for the ongoing maintenance of the extensive gardens. The development also provides an opportunity to tidy up and improve the appearance of an unsightly area, which includes an oil tank and existing concrete slab. We believe that the chosen site is the most appropriate location available for the proposal within the grounds of "Billown Mansion".
The position does not impact on existing trees, makes best use of existing structures and screening, would not be highly visible from the main house or public highway.
