TP-061222-NE_revD, TP-061222-SW_revD, which have all been received on 27th November 2025.
1.1 Planning Application 23/00744/B was APPROVED at APPEAL under AP24/0048 on 28.04.2025 for:
Full approval for a residential development comprising up to 153 dwellings and community uses with associated highway and pedestrian access and infrastructure, drainage, landscaping and public open space together with approval in principle for a primary school on land at Vollan Fields together with enhancement of existing habitat on land to the east of Royal Park
1.2 This approval is subject to 40 conditions, some of which require the submission of additional information prior to the commencement of works.
1.3 This report is specific to conditions No. 13, which the applicants are seeking to satisfy. The specific wording of the condition is as follows:
Prior to commencement of development in any phase, including any works of site clearance or ground preparation, an Arboricultural Method Statement (AMS) detailing the measures to
be put in place during the construction period for the protection of those trees and hedgerows shown as being on drawing refs. . TP-061222-NE_revD and TP-061222SW_revD, and which adheres to the recommendations of BS5837:2012 (Trees in relation to design, demolition and construction - recommendations), shall be submitted to and approved in writing by the Department. The AMS shall provide technical detail on the required protection measures, construction methods and supervision protocols. Development shall be carried out in accordance with the agreed protection measures.
Reason: To provide a level of technical detail sufficient to provide a high level of confidence in the outcome for retained trees on or adjacent to the site.
2.1 The applicant's agent has submitted an application form on 27.11.2025 along with:
3.1 DEFA Forestry for the approved application was consulted for advice. Their advice was received on 16.01.2026. They concluded that, after reviewing the submitted documents, this submission satisfy the relevant clauses.
4.1 In this instance of the submitted documents and after consultation with DEFA Forestry, which is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 13 of application 23/00744/B and AP24/0048 , under the understanding that the development shall not be carried out unless in accordance with the approved details.
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
