8 September 2020 · Delegated
30, Princes Street, Douglas, Isle Of Man, IM1 1bd
Permission was sought by Manx Utilities Authority to install an air source heat pump at 30 Princes Street, Douglas, a three-storey mid-terraced dwelling with a small rear yard backing onto a lane. The application was refused on 8 September 2020. The deciding issue was noise: the proposed unit was assessed as likely to emit sound above the recommended 42dB(A) threshold for a single unit. Given the tight terraced setting and the proximity to No.32 Princes Street next door, this level of noise was judged to cause an unacceptable impact on neighbouring amenity. The case officer noted that the rear yard is small and largely screened from public view by a substantial wall and gate, but the noise concern remained the overriding reason for refusal.
The application was refused because the proposed air source heat pump would emit noise above the recommended 42dB(A) tolerable level. Given its position in the rear yard of a mid-terraced property, the noise impact on the neighbouring property at No.32 Princes Street was considered unacceptable. The officer recommended refusal and the delegated decision followed that recommendation.
