Supplementary Information
The key issue in the assessment of the application, and subsequent refusal, was the acceptability of the proposed use within an area designated as predominately industrial. Business Policy 7 states that business's such as Thornton Associates should be located within town and village centres on land zoned for the purpose. This policy could be set aside where the development would be for a corporate headquarters that does not generate day to day callers.
It has recently been brought to our attention that a competitor of Thornton Associates Limited is already established at Tromode Business Park, very close to the application site (see the attached site plan). NFU Mutual currently has 11 members of staff and provides the following services:-

Pensions
Business/Family protection
NFU Mutual provides no manufacturing, warehouse or distribution facilities. Although there is some variation in the level of services provided by NFU Mutual and Thornton Associates, it is clear that essentially they operate a similar business.
It would appear to be a case of double standards if one company is free to trade at Tromode Business Park, while another similar business is regarded as unsuitable and refused planning permission.
As stated in previous documentation, Thornton Associates does comply with the exception to Business Policy 7 regarding visitor numbers and we believe NFU Mutual demonstrates that such business's can successfully function at this location without any detrimental affect to the business park.
