Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.

1.0 SITE - 1.1 The application site is the residential curtilage of 14 St Stephens Meadow, Sulby which is a detached two storey dwelling located to the northern side St Stephens Meadow (forms a cul de- sac).
2.0 PLANNING POLICIES - 2.1 In terms of local plan policy, the application site is within an area recognised as being within predominantly residential use under Sulby Local Plan Order. The site is not within a Conservation Area. - 2.2 Due to the zoning of the site and the proposed works the following policies are relevant in the determination of the application:- - 2.3 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
3.0 PLANNING HISTORY - 3.1 There are no previous planning applications associated with the property which are considered relevant in the assessment and determination of this application.
4.0 PROPOSAL - 4.1 The application seeks approval for the replacement of existing glazed conservatory roof with tiles to match the main roof.
5.0 REPRESENTATIONS - 5.1 Highway Services state that there are no highway implications (28.02.2020). - 5.2 Lezayre Commissioners do not object (06.03.2020).
6.1 The principal issues relate to the potential impact upon neighbouring amenities (overlooking, loss of light and/or overbearing impact) by the development and the potential visual impacts upon the amenities of the street scene. - 6.2 Regarding to the re-roofing of the conservatory roof it is considered to be an appropriate form of development which would have no significant impacts upon the amenities of the occupants of the neighbouring properties. - 6.3 In relation to the potential visual impact upon the street scene, the proposal would not be especially apparent from the adjacent highway, given its location to the rear of the dwelling; however, the proposal would be arguably more in keeping than the existing dwelling.
7.0 CONCLUSION - 7.1 Overall, it is considered that the overall level of development contained within the proposal is relatively modest and in keeping with the character of the dwelling, with suitably limited impact on the neighbouring properties. As such the proposal does not adversely affect public or private amenity and is therefore in accordance with Sulby Local Plan and General Policy 2 of the IOM Strategic Plan. Therefore recommended for approval.
