Additional Persons None _____________________________________________________________________________ Officer’s Report THE APPLICATION SITE
1.1 The application site is the curtilage of the Chip Shop and Mini Market, 1-3 Clagh Vane, Ballasalla which is situated to the north of Cobbold Place. The property is two storeys high and houses Andy's Chip Shop and Mini Market which are existing retail units. - 1.2 The property is situated within the Clagh Vane Estate, which has recently gone through a redevelopment which has included the demolition of several properties with the rebuilding of more modern properties and the renovations of the other properties on site with more modern features. THE PROPOSAL
2.1 The current planning application seeks approval to remove the current chimney stacks and replace the existing roof with blue black fibre cement roof slates, which are designed to match the new houses within the Clagh Vane Estate "horseshoe." PLANNING HISTORY - 3.1 There are several applications on the site of which the most recent was PA19/01040/B for the "Alterations, replacement windows and doors, and creation of disabled access ramps" which was permitted. PLANNING POLICY - 4.1 The site lies within an area zoned as Predominantly Residential on the Area Plan for the South.
4.2 Of specific relevance to the assessment of this application is General Policy 2 of the Isle of Man Strategic Plan 2016 General Policy 2 states "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.1 Highway Services have No Highways Interest in this application (10.01.2019).
5.2 Malew Parish Commissioners have considered the proposal and have no objection (08.01.19).
ASSESSMENT 6.1 The key issue to consider in the assessment of this planning application is the potential impacts upon the visual amenities of the street scene.
6.2 In the first instance the previous Planning Application PA19/01040/B which was approved, has altered how the shops will be viewed within the streetscene by changing the front and rear elevation to look more modern and to fit within the newly changed appearance of the estate.
6.3 The removal of the chimney stacks and the replacement of the roof tiles with the blue black fibre cement roof tiles, whilst noticeable within the streetscene, these alterations are likely to provide a constant and unbroken appearance which will match the properties within the current horseshoe which should enhance the overall appearance of the property.
6.4 It is unlikely that there will be any impact on visual or other amenity from either of the neighbouring properties. CONCLUSION
7.1 For the above reasons the proposal is considered to comply with General Policy 2 of the Isle of Man Strategic Plan 2016 and therefore acceptable.
