The site is the residential curtilage of an existing dwelling, Olly's, situated on the eastern side of High Street in the heart of Port St. Mary village. The property is a pebble-dashed two storey residential property which presently has top hung casements with a top quarter opening and a set of railings around a basement access to the right of the central front door.
The site lies within an area of Residential use on the Town and Country Planning (Development Plan) Order 1982 and Mixed Use on the draft Southern Area Plan which was published on 23rd October, 2009. The site also lies within a proposed Conservation Area on the draft Area Plan.
Planning permission was sought for alterations to the garage under PA 95/1791 and was permitted. Further alterations were approved under PA 03/1235.
Proposed is the replacement of the existing windows with the same style and detailing, but framed in plastic. The front door is also to be replaced to match the existing. Following discussions with the applicant, it is now proposed to install half and half casements which more closely resemble the original windows.
PLANNING POLICY Planning Circular 1/98 requires that where properties have largely retained their original character including their original windows, the pattern of glazing bars should be replicated.
REPRESENTATIONS Port St. Mary Commissioners raise no objection to the application.
ASSESSMENT The proposed half and half glazing pattern will improve the appearance of the property, more closely resembling the original glazing pattern and as such the proposal is supported.
PARTY STATUS The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the replacement of the existing casement windows and door as shown in drawing reference 497/7 - Sk4A received on 17th December, 2010 and the location plan received on 8th November, 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
