The area for which this application applies is shown outlined in Red on the Planning Drawing Ref HW/3575. This area is within the Conservation Area as shown in Yellow on the drawing so planning approval is required. There are also two Registered Buildings within the planning boundary, namely the Market Hall and the Old Market Hall.
This is the final phase of the Douglas Town Centre Regeneration Works. It is proposed that the materials used will be the same as the completed works in Duke Street, Strand Street, Regent Street and Castle Street.
The Douglas Town Centre Regeneration Works have been completed throughout most of the main shopping streets. Currently reconstruction works in Castle Street and Marina Road are nearing completion, and Duke Street is programmed to start on site in October 2018. These works have been carried out to a high standard and they have revitalised the town centre whilst retaining its distinct and unique identity. It has encouraged investment and confidence, increased public use, and has re-established a sense of civic pride.
Market Hill and Chapel Row comprise of a traditional tarmac carriageways with concrete footways on one or both sides. James Street is partially pedestrianised with red block paving. The existing footway on Chapel Row is very narrow so it is not pedestrian friendly. These are the only streets
within the main shopping area where through traffic is permitted throughout the day. This has created a niche market for independent shops and traders where through traffic and short term parking has been vital for their survival and growth. There is $100 \%$ occupancy of all retail units in the area and the Market Hall is currently being refitted to support a cycle store, gymnasium and restaurant.
In keeping with the rest of the town shopping centre it is clear that the streetscape in this area needs to be refreshed and renovated. The current carriageway and footways are dull, downtrodden, uninspiring and in poor condition and the layout is piecemeal. The street-lighting is barely adequate and there is no street furniture or soft landscaping. It does not give the feeling of being linked to the revitalised North Quay or the pedestrianised section in Duke Street.
Consultation with businesses has highlighted the need for improved pedestrian links to the North Quay and other town centre streets, retention of short term on-street parking, a through traffic route throughout the day, improved street lighting, and the introduction of street furniture and some greenery.
The layout of Market Hill, Lord Street, Chapel Row and James Street will be slightly different than the rest of the town centre streets because it will retain through traffic, and short term on-street parking. The carriageway will be Red coloured tarmac to match the carriageway on North Quay.
On-street parking spaces will be provided on the west side of Market Hill. The parking bays/loading bay will be demarked with the use of granite setts and contrasting coloured kerbs to mark the boundaries and the parking spaces. It will be subject to the same existing traffic order which allows for 30 minute parking.
There will be a small kerb up-stand between the carriageway and footways on both sides of Market Hill and along Chapel Row. The introduction of widened granite footways on both sides of Market Hill will merge with the footways coming into Market Hill from North Quay. This will provide improved pedestrian links.
The footway on Chapel Row outside the pubs will be widened to around 1.8 m wide using granite slabs.
The section of James Street behind the Market Hall will be a pedestrianised area laid out in granite slabs with the focal point being a tree surrounded by circular granite seating, identical to the circular seats and trees used in Regent Street.
The carriageway section of Lord Street next to Market Hill will be an extended and raised table-top ramp using the Red coloured carriageway. The footways on both sides will be laid out in granite. This will further enhance the area and will link Market Hill with Lord Street and Duke Street. The Puffin Crossing will be retained on Lord Street.
