1.0 SITE - 1.1 The application site is a mid-terrace property in the Woodborne Road Conservation Area.
2.0 PROPOSAL - 2.1 It is proposed to remove the existing white timber door and replace it with a composite door. It is proposed to retain the outer frame and decorative moulding. Also proposed is a replacement window in uPVC to the rear of the property.
3.1 The site is designated as 'Predominantly Residential' under the Douglas Local Plan Order 1998, (Map 3, North). - 3.2 General Policy 2 and Environment Policy 35 are relevant to the determination of the application. These policies seek to ensure that development respects the site in terms of design and seeks to ensure that development in conservation areas either preserves or enhances that Conservation Area.
4.1 None relevant on this site however approval was granted for a replacement front door at 70 Derby Road in 2015. That door was uPVC with 4 panels and a fan light above. Justification in that application was that there was a mix of front door types in Derby Road with no overriding design and that the use of uPVC is not uncomment in this locality. - 5.0 REPRESENTATIONS
5.1 Douglas Borough Council (24.8.18). No objection 6.0 ASSESSMENT
6.1 Although the existing door is timber it cannot be said with certainty that it is an original door for this property and there are no other doors in the vicinity the same which could provide further clues as to its authenticity. The street does lack a uniformity in the style of front door which already undermines its quality and character. Of more importance would be the retention of the door frame and mouldings. A better plan was requested but instead Manx Glass and Glazing, the agents have confirmed that the outer frame and moulding are to be preserved and they have also indicated that the existing door is in a poor condition. On balance it is considered that the application would have a neutral impact on the conservation area.
6.2 The alteration to the window on the rear elevation has no material impact on the conservation area. - 7.0 CONCLUSION
7.1 The proposal is considered acceptable in accordance with the designation within the Local Area Plan and the appropriate policies within the Isle of Man Strategic Plan 2016. - 8.0 INTERESTED PERSON STATUS
