The application is for a variation of condition 6 of PA 09/00721/B, approved on 8 April 2100, in which the condition was for opening hours of Monday to Friday 0700 to 2100 hrs, Saturday 0800 to 2000 hrs and Sunday 0900 to 2000 hrs "unless otherwise agreed in writing with the Planning Authority."

This application is for the change of hours in the condition for the Monday to Friday, the week day, period opening hours to allow an earlier opening time of 0600 hrs , giving opening hours for a Monday to Friday of 0600 to 2100 hrs . The opening hours for Saturday and Sunday, the weekend, to remain as noted in the condition.

The application originates from a demand from members of the fitness centre/gym for an earlier opening time to allow them to attend to use the facility prior to going to work. Most members are from Peel and the surrounding area and this weekday opening time would allow them the time and opportunity to exercise before commuting to their place of work, many in the Douglas area.

This early opening of the facility and provision of the particular associated exercise class forms an important and vital part of the facility's income stream and allows it to retain membership numbers, and thereby the continued provision of the facility for the local community.
