The proposed polytunnel would be positioned away from the public highway and the site accesses which would remain unchanged for the development. The existing vehicular access to the rear of the dwelling is located between 2 existing dwellings remote from the site frontage as there are 2 dwellings between the property and the vehicular access. It is only wide enough to accommodate single file traffic. There is an existing pedestrian access gate from the rear garden of the dwelling to the site. The vehicular access and current parking layout on the dwelling frontage would be retained as at present. The applicant has stated that the development would be for personal use only to grow vegetables and not for any commercial purposes. This is acceptable provided it is controlled via a planning condition to ensure there would be no increase in site traffic and parking demand which cannot be accommodated as part of the current proposals. Highway Services does not oppose the application subject to a planning condition for the polytunnel to be used by the applicant only and not for any commercial purposes due to the site access and parking being inadequate for commercial use.
