1.1 The above application was permitted on 6th December 2018 subject to conditions, No.4 of which required the submission of a car parking plan within 1 month of approval:
C.4. Within one month of this approval becoming final, a car parking plan is required to be submitted and approved by the Department which demonstrates 35 car parking spaces can be provided within Gladstone Park Industrial Estate and these are made available for use for these units within two months of this car parking plan be approved. These parking areas shall not be used for any purpose other than the parking and turning of vehicles associated with the development and shall remain free of obstruction for such use at all times.
Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.
Proposal
2.1 The drawing PL100 Rev G has been submitted to the Department in relation to the above condition. The plans show a total of 32 spaces specifically allocated to Units 20 to 29, as well as an additional 9 spaces for visitor parking for these units.
The total parking for the units therefore would be 41 spaces. Each would be 4.8mx2.4m.
2.2 It is noted that the approval date for the application was on 6th December 2019 and that the parking plan was not submitted within 1 month, resulting in a breach of the planning approval – satisfaction of Condition 4 through a submitted and approved parking plan, although outside of the time limit in the condition, would regularise this.
Recommendation
3.1 The parking spaces proposed are 4.8mx2.4m in size, smaller than the current Department of Infrastructure Highways Services standards set out in the Manual for Manx Roads – 5mx2.5m. Whilst the spaces would be marginally smaller than these standards set out, it is not considered that this was either specified in Condition 4, or that it would have any major bearing on parking provision for these industrial units.
3.2 The parking plan (PL100RevG) submitted and date stamped as received on 25th March 2019 is acceptable and identifies a total of 41 parking spaces allocated to the units. It therefore satisfies Condition 4 of planning approval 18/00526/B.
