Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

1.1 The site is the curtilage of an existing dwelling, Windways which sits on the corner of St. George's Crescent and directly facing traffic travelling from Strand Road to Breagle Glen and Ballafurt Road. The house is a two storey, detached dwelling with roughcast/dashed rendered
walling, red Rosemary tiled roof and windows which are generally vertically proportioned and subdivided with externally expressed glazing bars, subdividing each aperture into four, either or twelve smaller sections.
2.1 Proposed is the replacement of the windows with white uPVC framed windows matching the existing style and with externally expressed glazing bars. PLANNING POLICY - 3.1 The reason planning approval is required for the replacement of the windows is that the site lies in a proposed Conservation Area as indicated in the Area Plan for the South. This has not yet been adopted. As such, the usual permitted development rights in respect of replacement windows, are not applicable. The proposed CA extends to Athol Park, St. George's Crescent, Ballafurt Road and Dandy Hill as well as part of Breagle Glen.
3.2 The site lies within an area of Residential use on the Area Plan. - 3.3 The draft Conservation Area Appraisal, prepared in 2009 refers to this general area as follows:
"St George's Crescent; this road consists of attractive villas dating from 1908 to 1950. However, the buildings are not of significant historical interest" (page 8).
3.4 Within Conservation Areas, development is required to preserve or enhance the character and appearance of the Area by Environment Policy 35 of the Strategic Plan and PPS101. Planning Circular 1/98 recommends that original windows should be retained and where is not practicable the same method of opening, frame section and pattern and section of glazing bars should be included regardless of the frame material.
4.1 Planning approval was granted under 13/00080/C for the additional use of the property as tourist accommodation. REPRESENTATIONS - 5.1 Port Erin Commissioners support the application (14.05.18). ASSESSMENT - 6.1 The proposal will result in change to the windows but not so much so as to change the character or appearance of the property which has been acknowledged as not of any historical interest. The surrounding area has a mix of properties, many of which have plastic framed windows of no particular predominant style with only the property immediately alongside, Whitebridge, having sliding sashes and the house on the far end corner, Balmur, having similar timber windows to the application property but being of a different overall style of property. CONCLUSION - 7.1 The works are considered to accord with GP2 and not be contrary to the objectives of the Conservation Area policies and is supported.
