Officer’s Report THE SITE
1.1 The application site is a dwelling adjacent to the dwelling at Baldromma Mill and behind Ballakilley Bungalow, which is adjacent to the highway. The site is approx. 94m away from the main highway and over 270m from the nearest public right of way (No.512). THE PROPOSAL - 2.1 The proposal is to replace the existing concrete tiled roof of the main dwelling with a natural slate roof, and to replace the existing felt, flat-roof of the garage with a fibreglass roof. PLANNING POLICY - 3.1 The relevant Local Area is the 1982 Development Plan and the site is designated as 'white land', which is open countryside.
3.2 The site is within the Maughold Conservation Area and an Area of High Landscape or Coastal Value and Scenic Significance (AHLV's); therefore Environment Policy 2 and Environmental Policy 35 are relevant. PLANNING HISTORY - 4.1 The previous planning applications are not considered to be specifically material in the assessment of the current application. REPRESENTATIONS - 5.1 Representation from the Department of Infrastructure (DOI) Highways Division confirms that there is no highways interest in the letter dated 14 May 2018.
5.2 Garff Commissioners have commented on this application and stated that they do not object in the letter dated 23 April 2018. - 5.3 The Isle of Man Victorian Society has commented on this application and has stated that they 'wholeheartedly support this application, but would prefer to see traditional Welsh slate used rather than from the continent of Europe'.
6.1 The proposal will remove more modern concrete tiles in favour of natural slate, which is considered to be more in keeping with the general countryside setting of the Conservation Area, as well as the cottage style property.
6.2 The fiberglass roof only occupies a small section of the property, which is an existing flat roof and is only single storey. The property is set back from the highway and is not readably visible from a public vantage point. CONCLUSION - 7.1 The change in roof tiles would not harm the character and quality of the landscape. The proposed works would preserve the appearance of the dwelling and Conservation Area, and it
is therefore concluded that the application meets General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan, and Planning Circular 1/98, and therefore the application should be approved subject to conditions.
