Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to site plan, site location plan, proposed window details, photograph of existing site and existing front elevation drawing all date stamped and received 21/03/2018.

1.0 SITE - 1.1 The application site is the residential curtilage of Brambles, Patrick Village a single storey detached property with accommodation in the roof space set in a modest plot along the eastern side of the main Patrick Road heading north towards Peel.
1.2 The existing property has a front elevation facing towards the road comprising three windows on the main elevation and a projecting porch. Two of the main windows are 1800mm x 1400mm while one is slightly shorter measuring 1800mm x 1200mm.
2.0 PROPOSAL - 2.1 This application seeks approval for the alteration of the smaller aperture and the installation of a 1800mm x 1400mm window to match the existing larger windows.
3.0 PLANNING HISTORY - 3.1 The site has been subject to a number of previous application including the approval of its original development in 2000 under PA 00/00984/B and the erection of a porch on the front elevation later approved under PA 00/01792/B in 2001.
4.0 PLANNING POLICY - 4.1 The application site sits within an area not designated for development in accordance with the Isle of Man Development Plan Order 1982 and also located within an area zoned as 'High Landscape or Coastal Value and Scenic Significance' (AHLV). Due to the nature of the works on an existing property the following policies from the Isle of Man Strategic Plan 2016 are relevant in the consideration of the application - 4.2 Paragraph 8.12.2 'Extensions to properties in the countryside' explains that where development already exists, any alteration or extension to it should not detract from the local amenities of the countryside. There must also be control over the size and form of extensions to ensure a sensitively balanced appearance that will not destroy the character of the existing property. - 4.3 Housing Policy 16: "The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."
5.0 REPRESENTATIONS - 5.1 Patrick Commissioners have no objection to the current planning application (11/04/2018). - 5.2 The Department of Infrastructure Highway Services have indicated that there is no highways interest in this planning application (12/04/2018).
6.0 ASSESSMENT - 6.1 The application proposes the alteration of an existing window aperture to match with the existing apertures of the front elevation. The proposal is expected to bring about a uniform and balanced appearance to the front of the dwelling and likely to improve the general arrangement and appearance of the front elevation. The development is likely to go unnoticed by most and is expected to have a neutral impact on the overall character of the street scene from public perspective.
7.0 CONCLUSION - 7.1 The application complies with Housing Policy 16 and paragraph 8.12.2 of the IOM Strategic Plan 2016 and is recommended for approval. INTERESTED PERSON STATUS Article 6(4), the following persons are automatically interested persons:
