The proposal is to create an all-weather menage on the site that is currently used for agricultural purposes and stabling of horses. There would be no change to the existing site access arrangements via the track from the private road. The proposed site level changes should not affect the vehicular access to the site. There are no details in the application about the existing site parking provision, but it is anticipated that vehicles would be able to park at the stables already present on the site and the proposals should not increase the parking demand. There should be no new highway issues as a result of the development, provided that the proposed menage would only be used by the applicant's family and not for any commercial purposes, as this application has not been assessed in terms of traffic generation and parking demand for business use. A planning condition would be required to secure this. Highway Services does not oppose the application subject to a planning condition for the menage to be used for private and domestic purposes only and no commercial or business use.
