Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to the site location plan, photograph of the existing property and timber door specification sheet all date stamped and received 24/01/2018.

It is recommended that the following persons should be given Interested Person Status as they are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings and are not mentioned in Article 6(4):
1.1 The application site is the curtilage of Number 39, Arbory Street, Castletown an existing three storey terraced property located on the southern side of the road. The existing site has a front elevation directly joining the main highway, this façade is finished in exposed stone work and comprises five sliding sash windows and an entrance door at ground floor. - 1.2 The existing door is solid timber with a six panel detail with a fanlight above. - 1.3 The site is located within the Castletown Conservation Area. THE PROPOSAL
2.1 The current application proposes the replacement of the existing timber door only. The proposed door is to be solid timber (Hemlock) and finished in a six panel design to match the existing. - 2.2 No other alterations are proposed. PLANNING HISTORY
3.1 There are no previous planning applications considered materially relevant in the assessment of the current application. PLANNING POLICY - 4.1 The application site is located within an area of 'Residential' as identified on the Area Plan for the South 2013, and also within the Castletown Conservation Area. Given the nature of the proposal the most relevant policy of the IOM Strategic Plan 2016 to consider is Environment Policy 35 which states that any development work within a Conservation Area must seek to 'preserve' or 'enhance' the character and appearance of that area. REPRESENTATIONS - 5.1 Castletown Commissions have not provided comments on the application (07/03/2018).
5.2 The DOI Highway Services have indicated no highways interest in the application 01/03/2018. - 5.3 A representative of the IOM Victorian Society based at 52 Alberta Drive, Onchan has also commented on the application indicating that the poor quality of the submitted information means that it is not possible to tell whether the existing door is 4 or 6 panel. They would be in support of a like for like replacement and that a condition should be added ensuring no replacement of the frame or fan light (01/03/2018).
6.1 The application seeks approval for the removal of the existing timber door on the front elevation and its replacement with new like for like timber door, no alterations or replacement are proposed for the fanlight above.
6.2 The Strategic Plan states that any development within a Conservation Area must either preserve or enhance the character of that area. Castletown is renowned for its historic stone built buildings and its character formed by its small harbourside winding streets surrounding Castle Rushen. Arbory Street is lined either side by traditional terraced dwellings a mix of two and three stories. The front facades along here contain an array of both stone and render finishes with a range of sliding sash windows and timber front doors from both the Victorian and Georgian periods. - 6.3 Number 39 appears to have a predominantly Georgain style throughout its windows and front door. Overtime timber can begin to deteriorate and can be prone to draughts and in
some cases water ingress. The proposed replacement door in the case of this application retains and preserves the strong Georgian character of the existing property and ultimately contributes and works towards enhancing the appearance of Arbory Street and the wider Conservation Area.
7.1 For the above reasons the application is considered to comply with EP 35 of the IOM Strategic Plan 2016 and is recommended for approval.
