THIS APPLICATION IS REFERRED TO THE PLANNING COMMITTEE AS THE PROPOSAL FOR THE USE WHICH GENERATES THE NEED FOR THE SIGNAGE IS ALSO SO REFERRED
1.1 The site is a pharmacy situated on Orchard Road which links Church Road and Station Road in the commercial heart of Port Erin. The building is a flat roofed single storey building with a shopfront facing onto Orchard Road and a vehicular and pedestrian entrance onto the
2.1 Proposed is the display of advertisements announcing the premises as a funeral director's on the frontage facing Orchard Road. This will take the form of a plastic block with white lettering announcing "T.S.KEGGEN & SON FUNERAL DIRECTORS" with vinyls on the ground floor shop windows obscuring the view into the building and providing contact information on one window and the words "PRIVATE CHAPEL OF REST" on the other, both beneath a small decorative pattern. PLANNING POLICY - 3.1 The site lies within an area designated on the Area Plan for the South as Mixed Use and just outside the proposed Conservation Area which has not been progressed since the adoption of the Plan.
3.2 The Strategic Plan provides advice about advertisements, supplementing the provisions in the Town and Country Planning Act 1999 which allow the Department to control the display of advertisements "so far as it appears to that Department to be expedient in the interest of amenity or public safety". - 3.3 General Policy 6: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
4.1 The site has been the subject of a number of previous applications including changes to and from retail, office accommodation and an estate agent's office, all approved. REPRESENTATIONS - 5.1 Highway Services indicate that there is no highway interest in the application (12.01.18).
5.2 Port Erin Commissioners support the application (11.01.18). ASSESSMENT - 6.1 The issue here is whether the signage would have any adverse impact on the character and appearance of the area. As there is to be no illumination there is unlikely to be any adverse impact on the living conditions of those who may inhabit properties in the area, particularly the apartments above the Station Hotel, opposite.
6.2 The signage is subtle and appropriate to the proposed use of the building and not dissimilar to what exists. The vinyls are also appropriate and none of the proposed elements will adversely affect the character or appearance of the area. CONCLUSION - 7.1 The application is supported.
