The Town and Country Planning (Development Procedure)(No 2) Order 2013 In pursuance of powers granted under the above Act and Order the Department of Environment, Food and Agriculture determined to APPROVE an application by Seymar Developments Limited, Ref 15/01141/B, for the Demolition of existing bungalow and erection of a four storey block comprising of eight residential apartments with associated car parking and landscaping at Land At Greenbank Bungalow Corner Of Park Road And Premier Road Ramsey Isle Of Man IMB 3AR subject to compliance with the following condition(s) and notes (if any) :
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Reason: To ensure the provision of an appropriate landscape setting to the development.
Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.
This approval relates to drawings reference numbers WJ 100-0007, WJ 100-0008A, WJ 100-0009A, WJ 100-00010, 15053-102, 2015 196 001, 2015 196 002 and 2015 196 003 all received on 14th October 2015.

This decision was made by the Director of Planning and Building Control in accordance with the authority delegated to him in the name of the Minister and/or in the name and on behalf of the Department.
This permission refers only to that required under the The Town and Country Planning (Development Procedure)(No 2) Order 2013.
Any appeal against this decision must be in accordance with the criteria set down in that instrument.
Specifically, a valid appeal must be in writing, signed by the appellant, and submitted to the Department within 21 days of the date of this Notice. To further validate the appeal it must contain:

Seymar Developments Limited propose to develop the adjacent site to Mooragh Park Hotel, Park Road, Ramsey with a single 4 storey block of 8 apartments. The site is presently occupied by a single detached bungalow, “Greenbank”, a garage and a small garden shed together with surfaced drives and paths and “soft” garden areas.
We have obtained a copy of the relevant area of the Indicative Flood Map which indicates the site in question to be within a High Risk Flood Zone due to Tidal Water. The implication of this warrants precautions which are recommended to combat the affect of Tidal Flooding.
We consider there to be two options to counter the effect of flooding:
i. Ensure that the threshold and ground floor slab level are a minimum 300 mm above flood level.
ii. Design precautionary methods which would be activated on a temporary basis during a flood warning e.g. at door thresholds.
Having examined the existing site levels, we consider the most effective method of protecting the property during a period of high flood levels would be to pitch the floor level 300 mm above flood level. We are advised that flood level is 5.640 m (Douglas 02 Datum) therefore; finished ground floor level shall be set at 5.940 m.
Sewer Records for the area show a 1050 dia. sewer in Park Road into which the foul water from the existing bungalow discharges into. The proposed
discharge rate of 0.5 litres per second is deemed to be acceptable for the existing sewer to receive.
The existing surface water from the bungalow discharges into the 1050 dia. sewer in Park Road.
The attached drawing number 2015.196.002 compares the existing and proposed impermeable areas. As can be seen, the total impermeable area from to the proposed development exceeds the existing by almost .
The proposal is to discharge the equivalent existing area into the existing sewer and the surplus to soak-a-way. The surface water from the adjacent Hotel development also discharges to soak-a-way therefore we are aware that the ground conditions are conducive to infiltration. A typical soak-a-way detail is attached for reference.

Climate Change is accounted for in the river flood by increasing the 1 in 100 year peak flow estimate by . For the tidal flood, an annual climate change allowance has been added for sixty years.
