Permission was granted for the installation of replacement windows and a door to the rear elevation of 68 Patrick Street, Peel, an end-terrace property on the west side of Patrick Street close to the entrance to the rears of Roxwell Terrace. The officer noted that the rear of the site can be seen from public vantage points, but only from a considerable distance — either along Mill Road or from the path leading up to Corrin's Tower. This limited visibility was a relevant factor in assessing the proposal's effect on the character and appearance of the area. The application was approved on 27 March 2023 with one condition attached.
The application was approved by the Director of Planning and Building Control acting under delegated powers. The officer considered the character and appearance of the area and noted that while the rear of the property is visible from a public vantage point, that viewpoint is at a very long distance, along Mill Road or from the path to Corrin's Tower, limiting any visual impact.

Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development. 7.30 Development adjacent to Conservation Areas 7.30.1 It is often the case that important views into and out of a Conservation Area can contribute significantly to its character. It is necessary to assess the impact any development adjacent to conservation areas may have on such views.
